Uplift
The additional capability a frontier model gives someone attempting harm, measured against what they could already achieve from other sources; the labs use it to decide which capabilities are released, to whom, and behind which safeguards. For a Board it is the supplier’s yardstick, not the customer’s: the same assessment decides both what the model may do and which organisations may have it.
