This isn’t confined to technology roles. Lightcast reports that 51% of AI-skilled job postings now sit outside IT and computer science. An IoD member survey found that nearly 38% of directors see potential in technology to enhance NED effectiveness — but the report notes that most lack the technical background to act on that potential. The workforce capability gap has a Boardroom equivalent.
The IoD paper carries weight beyond its specific recommendations, signalling institutional recognition that the operating context for directors has fundamentally changed. The IoD’s conclusion deserves direct attention: NEDs unable to leverage AI in their own Boardroom activities are unlikely to be effective change agents for AI across the organisation as a whole. This creates a clear governance challenge for Boards. The cost isn’t just poor workforce investment — it’s the erosion of independent governance itself. The question isn’t whether to invest in AI capability development. It’s whether that investment builds the skills that earn premiums or the credentials that incur penalties.

What does building genuine capability look like? It starts with the human skills that make AI useful: critical thinking to question outputs rather than accept them, analytical capability to evaluate whether recommendations fit context, and the domain expertise to recognise when AI gets it wrong. From there, verification training that teaches people to check AI outputs against their knowledge — not just process them. Workflow redesign that asks “how should this process work with AI?” rather than “where can we insert AI into this process?” Exception handling that prepares people for the moments automation fails. And critically, keeping domain experts central rather than replacing them with generalists who happen to know the tools.
In practice, this means training programmes that pair AI tool proficiency with domain application — not teaching prompt writing in isolation but teaching how to verify AI-generated financial analysis against accounting principles, or how to evaluate AI-drafted contract clauses against legal precedent. It means redesigning workflows with the people who currently do the work, not imposing AI-augmented processes designed by teams who’ve never done it. The investment required isn’t primarily financial. Redirecting existing budgets toward verification, judgement, and workflow redesign costs little more than current approaches. What it requires is clarity about what genuine capability looks like — and Board-level attention to whether the organisation is building it.

The workforce is bifurcating. Boards can watch it happen — investing in credentials that delay displacement while competitors build capability that compounds — or they can act. The same choice applies in the Boardroom. Directors who build their own AI capability can evaluate whether workforce investment is genuine. Directors who don’t will approve strategies they cannot assess, ratifying management narratives rather than governing.
The premium-penalty gap will widen. The question is which side of it your organisation — and your Board — will be on.
